I have been sorely tempted to snag a Citizen Chronomaster from that joint.

But insofar as I'm a born skeptic I'll probably buy one at Narita or maybe in Osaka.

Seiya San has earned his chops here. Perhaps one day "Shopping in Japan" might do so as well.

I don't think Shopping in Japan is ever cheaper than Seiya/Higuchi/Chino. But if you are really adventurous buy a used watch from Yahoo Auction (Japanese eBay).

Never needed a return/refund, however.

Yup. I've emailed Seiya (or, as foggy likes to say, Seiya-san) several times looking for stuff that wasn't on his website, and only once has he been unable to get me what I wanted--which was an item that was discontinued and unavailable to most anybody. He answers emails promptly, he ships to the West Coast very fast, and his prices are usually competitive with everybody else, or so close as to make no real difference.

In short, shopping with Seiya-san is like calling a cute ex-girlfriend for a fuck-date; you know you'll get some yummy sex, and that she'll make you a good breakfast in the morning, and she won't give you gonorrhea. Why bother with the hot girl who's fucking nutz, and might well slice off your dick with a straight-razor?
