Well...yeah, I suppose so...but it could just as easily be Katsuke Satsushima, who was directly responsible for 21,800 vph being recognized as "high-beat," much to the chagrin of Kenneth Solarcityama, who clung to the really ancient and totally mean-as-moldy-fritters idea that hi-beat meant 36K, and no lower, by dammit.
